two.2.4) Description of the procurement

A custom Raman spectrometer was previously procured via a competitive tender. The system is not tritium compatible and so this work concerns principally the design and testing work to make the system tritium compatible. The spectrometer is planned to be used in a tritium system and so this work must be conducted.

Also within scope is optimisation of the spectrometer performance. During the initial instrument build a number of potential improvements were identified which would significantly enhance the capabilities of the system. This largely concerns measures to improve the system stability which is critical for deployment in a fusion power plant. The experimental aims of this project are to prove out valid measurement techniques for fusion applications, without this optimisation the spectrometer stability is unlikely to be suitable.

The scope of work also includes a set of replacement components which are critical spares for the system.

Explanation:

In alignment with PCR 2015 regulation 32(2)(b)(iii) the protection of exclusive rights, including intellectual property rights I approve this JNCA. The upgrades and spares required can only be supplied by the OEM which is IS Instruments who own the exclusive rights.

The authority will incorporate a minimum 10 calendar day standstill period at the point information on the award of the contract is communicated to tenderers.

This period allows unsuccessful tenderers to seek further debriefing from the authority before a contract is entered into applicants have 2 working days from the notification of the award decision to request. Additional debriefing and that information have to be provided within a minimum of 3 working days before the expiry of the standstill period. Such additional information should be sought from the contact named in this notice.
