two.2.4) Description of the procurement
Norfolk County Council's contract for the provision of targeted youth support to secure young people's access to positive activities is due to end on 30th September 2023. The Council are currently finalising requirements for a new service, to be known as the Youth Early Support Service, that will commence on 1st October 2023.The Provider will be expected to deliver an effective service operating two interventions, one which works with 10-13 year olds and the other which works with 14-18 year olds preventatively to reduce the escalation of statutory involvement and negative impact on their lives with the aims of enabling increased aspirations and resilience. This includes working with young people who may not meet traditional thresholds for statutory or specialist services, but who, without help, are at future risk of further problems such as disengagement from education, being involved in unhealthy relationships and gangs, poor health and wellbeing, substance misuse, youth offending, teenage pregnancy and homelessness. The Provider will be required to operate and provide qualified and skilled youth worker resource countywide and link closely to Family Hubs and School and Community Teams.
