Explanation:

No other reasonable alternative exists for this procurement. This procurement is required for essential medical image data migration from existing managed equipment services systems that Partners in Healthcare Technology are the contractor for and have exclusive rights to manage equipment and technology included in the contract, the migration is to the recently procured NIPACS+ system.

The wider market was consulted when NIPACS+ was procured the contract for which was awarded in July 2022. The absence of competition is not a result of the artificial narrowing of the parameters of the procurement.
