Explanation:
Scottish Fire and Rescue Service are a consultee of Building Standards in Scotland and as such, regularly review Fire Engineering Strategies and Alternative Solutions to ensure they comply with the Scottish Technical Handbook. The Scottish Technical Handbook is the guidance document used by the Local Building Standards Authorities, by which a building is built.
The Scottish Fire and Rescue Service (SFRS) have a statutory duty as a consultee of Building Standards in Scotland, to review fire engineering consultations from the Local Authority Building Standards Verifiers. In order to do this and to enable SFRS to meet its statutory duty, we require qualified Fire Engineers.
SFRS have undertaken two (2) failed procurement exercises for the provision of this requirement within the last 18 months - one of which was an Open Procedure.
Therefore, in order to meet its statutory and legal obligations, it is proposed that SFRS award a contract, directly, for the Provision of Fire Engineering Training, using the Negotiated Procedure without Prior Publication route to market.
