Surrey County Council (SCC) is looking to commission its Personal Support services and would like to hear from organisations who have experience in this area of provision. This is not an invitation to tender.
Following on from the Soft Market Test Questionnaire, Surrey County Council warmly invites you to take part in our interactive market engagement event for potential and existing providers of Personal Support services.
Surrey County Council (SCC) has a statutory duty to support disabled children, young people and their families. Personal Support is part of the short breaks offer but is a specialist service and is only available following assessment.
Personal Support is home-based care, primarily used by SCC’s Children with Disabilities team to provide families with respite care (short break), in accordance with their assessed needs. Personal support may also be used to provide other types of support such as emergency or crisis support and support outside the home for children and young people to access and be included in social and leisure actives in their local communities.
The purpose of this event will be to:
- Share with you our vision and priorities for the development of Personal Support provision in Surrey.
- Learn together about what is working well and what we can improve in how we commission and deliver Personal Support Provision in Surrey.
- Explore the shared values and ways of working that will help us collaborate effectively in the future, as we begin the process of recommissioning the future Personal Support Provision offer; and
- Develop a joint understanding of the outcomes for young people that we want to enable through the provision of Personal Support in Surrey
SCC would like to invite Providers with relevant experience to register for the Market Engagement Event in relation to Personal Support Provision services. The detailed service requirements are still in development, and information gathered from this Market Event will inform the Service Specification and key outcomes as well as the procurement process.
Providers will also be invited to attend any future Market Engagement Events for this opportunity.

Our context:
Surrey County Council is embarking on an ambitious programme of change in relation to children’s Personal Support Provision, as we look to work with our partners and providers to strengthen the provision we have available in Surrey, enabling better outcomes for children and young people. We are beginning to develop our future offer and we would like to invite potential and existing providers to play a key part in shaping this.
SCC’s aim is to provide Personal Support to children and young people with special educational needs and/or disabilities (SEND):
- to have their needs safely and well met by quality assured services that provide a personalised and child centred approach to the care they provide.
- to provide parents and carers with support and breaks from their caring responsibilities, so they are better able to look after their own emotional and physical health and provide more sustainable care to their whole family.
- to respond at short notice where there is an emergency or risk of imminent placement breakdown.

Providers who do not attend this Market Engagement Event will still be able to apply for the Procurement in the future. Please note that this Market Engagement event does not represent a formal stage in the procurement process and attendance will play no part in any subsequent evaluation process.
