Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:
Due to the circumstances of COVID-19 lockdown, there was an interruption to retendering, this was circumstances a diligent contracting authority would not have foreseen.
The modification proposal is 3 months to allow the re-tender exercise to be completed in full.
