The Council is lead Authority on this procurement on behalf of 10 Authorities across the geographical area of Derbyshire.
Derbyshire is a two-tier local authority area which consists of Derbyshire County Council and seven district and borough councils. High Peak and neighbouring Staffordshire Moorlands District Council are in a strategic alliance and the latter, although in Staffordshire, is a member of the Partnership.
Towards the north of the county, Chesterfield, North East Derbyshire and Bolsover have an established history of working together to tackle rough sleeping and have a number of services available for this group of people. These services are located mainly in Chesterfield where the highest number of rough sleepers in Derbyshire can be found.
The south of Derbyshire (loosely described) of Derbyshire Dales, Erewash, Amber Valley and South Derbyshire have, broadly speaking, less developed approaches in place to tackle rough sleeping as numbers in these areas have traditionally been lower. In some cases, the services of Derby City, to the south of the county, have been utilised but there is some emerging evidence of people who are rough sleeping but who do not wish to leave their local area and use city-centre services.
This service is required initially for a minimum 6-month rough sleeping service to cover the area of the Derbyshire and Staffs. Moorlands Rough Sleeping Partnership

1.13 This contract has initial period of for 9 months until March 2022 with the possible extension up to another 4 years, this is subject to if the funding and business need remain in force, the requirement of the Consortium Members and the contractor’s performance.
1.14 The current contract value for the 9 month contract is approximately £251,456
1.15 The contract value, if the funding is made available to expand the service, will be £311,816 for the initial 9 month contract.
1.16 The contract value if the funding is made available to support this service will be approximately £1,974,835 across a period of 4 years and 9 months.
