four.1) Description
four.1.1) Type of procedure
Negotiated without a prior call for competition
- Extreme urgency brought about by events unforeseeable for the contracting authority
Explanation:
The end of the previously tendered contract was to coincide with the commencement of a new arc2l contract for the processing and treatment of CA Residual & Bulky Wastes. However due to an unforeseen delay the new contract will not be in place for the end of the current local contract with Irish Waste Services. Due to the unforeseen circumstances, a tender process cannot be conducted within the timeframes prior to the end of the existing contract with Irish Waste Services in April 2024. Not having a contract in place will lead to not only Council reputational damage but will have a negative impact on the Council’s statutory obligations to divert waste from landfill and increase recycling as required by The Waste (Circular Economy) (Amendment) Regulations (NI) 2020.
