HSC Business Services Organisation intends to enter into an agreement with First Data Bank (FDB) UK for the provision of FDB Multilex. Multilex is FDB UK's proprietary software which provides medicines optimisation and clinical decision support for medicines management for the purposes of embedding within the encompass Programme Epic electronic health and care record.

two.2.4) Description of the procurement

The Epic product that has been procured to deliver the encompass Programme across HSCNI requires the purchase and configuration and embedding of a drug knowledge base which meets the following standards:

• a NICE accredited clinical decision support module

• a drug dictionary that is compliant with the NHS Dictionary of Medicines and Devices (dm+d) standard (SCCI0052)

• includes GS1 barcodes to enable compliance with the Falsified Medicines Directive (Directive 2011/62/EU). (Note: Northern Ireland is still expected to comply with this Directive under the Northern Ireland Protocol following EU Exit).

Key functionality required by encompass and delivered by the embedding of a drug knowledge base includes:

o A drug dictionary that is compliant with the dm+d standard (SCCI0052).

o NHS Indicative Pricing

o EAN/GS1 Barcodes

o British National Formulary Warnings (Mandatory Instructions)

o Drug - drug interactions

o Sensitivity checking

o Duplicate therapy checking

o Patient condition checking (Contraindications and Precautions)

o Warnings

o Dose range check (DRC)

Explanation:

First Data Bank (FDB) UK is the provider of Multilex. The FDB Multilex drug knowledge base embeds with existing Epic workflows to enable bar coded medicines administration, clinical decision support and inventory management. FDB Multilex drug knowledge base is used in all UK Epic installations and is the only drug knowledge base product available with the core functionality required by encompass. The Authority is relying on Regulation 32(2)(b)(ii) as the contract can only be supplied by FBD UK as competition is absent for technical reasons.
