four.1) Description
four.1.1) Type of procedure
Negotiated without a prior call for competition
- The works, supplies or services can be provided only by a particular economic operator for the following reason:
- absence of competition for technical reasons
Explanation:
The University plans to extend the current contract by a further year beyond that originally envisaged, from August 2022 to July 2023, for the following reasons:
- The original contract end date was timed to coincide with the construction of new student residences, which may impact upon passenger numbers, and the restoration of Lakeside Way, a private carriageway that was formerly used as a bus route. Due to Covid and other site issues, the construction programme will complete a year later than expected.
- The University is operating a new remote working policy which is expected to impact on passenger numbers but it is too soon to assess that impact over the longer term.
- The original contract allowed for some refurbishment and other improvements to existing operator buses. The timescales for these improvements have also been adversely affected by Covid.
- The University wishes to conduct some market engagement to establish the post-Covid market capability in terms of capacity, sustainable transport options, garage facilities and driver recruitment and retention, prior to re-tendering in early 2023.
