The Future Chippenham site is currently being promoted by Wiltshire Council as landowner and has made representations into the current Local Plan review. The site has the opportunity to deliver approximately 4,000 homes is enabled by the delivery of the HIF funded Future Chippenham Distributor Road, and an associated link road to Pewsham Way. The new road infrastructure could enable the delivery of housing at development sites along its length.
The distributor road will be routed to the south of Chippenham, running from the A350 Lackham roundabout in the south to the A4 in the east. The Pewsham Link Road will provide an additional connection between a new South Chippenham Neighbourhood Centre and Pewsham Way. The total length of new road construction will be approximately 4.6km, and will include for:-
• A significant approx. 450m long viaduct structure across the River Avon and the associated flood plain;
• Further structures such as culverts, bridges, and underpasses to cater for existing watercourses, public rights of way and provide accommodation access;
• Upgrading and remodelling of the A350 Lackham Roundabout to a five arm junction;
• A new three arm roundabout junction along the A4; and
• A new three arm roundabout junction at Pewsham Way.

The proposed distributor road will be designed and built in accordance with current standards and guidelines, and will include for all key aspects of highway construction – earthworks, carriageway, footways, drainage, street lighting, signage, statutory authority (gas, water electric etc) service diversions and provision, and hard and soft landscaping works.
The new road will be a single carriageway with associated pedestrian and cycle facilities. At this stage, it is anticipated that the design will allow for a notional 30mph speed limit, with sections of 40mph where the road passes around development or through more rural areas.
The intended Procurement will be for a two stage ECI appointment using the NEC4 suite of contracts as follows:-
o Phase 1 would be a PSC4 main Option E for the carrying out of ECI advice and input services. This would apply during the design development stage of the road scheme and would allow the design to develop with contractor and specialist delivery related input; and
o Phase 2 an ECC4 main Option C (Target Cost) for the construction works themselves with an associated “Pain/Gain” share mechanism.
