The Ministry of Justice (HMPPS) wishes to engage with the market, as part of an early market engagement exercise. The MOJ wish to explore current and future

opportunities around passive radio frequency signal detection equipment, to help develop our next generation capabilities.

Passive Radio Frequency (RF) signal detection equipment is used by prisons to identify internal illicit communications signals to aid the recovery of

communication devices entering prisons and being used illegally by prisoners

As part of our proposed equipment strategy, we have two approaches to RF detection.

• The first approach is to identify signals / services in use through logging device / service activity over a period of time.

• The second part of the approach is to follow up and locate those devices to aid device recovery.

HMPPS is particularly interested in understanding future opportunities in relation to software defined radio.

An early engagement day will be held on Thursday 6th April 2023 between 9:00 – 16:00 GMT in Leeds (UK) to assist the MOJ in understanding what the market can provide.

two.2.4) Description of the procurement

The Authority will intend to split the tender into lots and these are envisaged to have the following detection requirements:

Logging Devices - These devices should be wireless and able to be placed in an area to log signal activity independently

over a period of time.

Locating Equipment - These devices are required to be able to specifically locate devices accurately down to a small area

in an internal environment to aid recovery.

These devices would significantly benefit from directional antenna capability for indoor use.

WIFI Access Point Identification Tools -Wi-Fi detection tools are required to identify access points from internal and

external sources. The Wi-Fi device shall be capable of detecting access points on 2.4GHz, GHz and 6GHz operating

frequencies
