two.1.4) Short description
This is the second Prior Information Notice (PIN) in relation to the GDC requirements for the provision of an Overseas Registration Exam Part 1 (OREP1) and Part 2 (OREP2) contracts. There are some synergies between the OREP1 and OREP2 which lend to a combined approach to the next phase procurement activity. This PIN will facilitate commencement of the early market engagement activity for both OREP1 and OREP2 and this activity is intended as an information-gathering exercise to support the formal procurement exercise. The GDC is the UK-wide statutory regulator of around 115,000 members of the dental team. The primary objective of the GDC is to protect the public. The work of the GDC is governed by the Dentists Act 1984 (as amended), which establishes our duty to maintain a register of dental professionals and establishes the criteria and routes to registration. The Act requires holders of recognised overseas diplomas to demonstrate that they have the necessary knowledge and skill to be registered by the GDC. All holders of a diploma in dentistry from outside the UK, EEA or Switzerland, must first pass the Overseas Registration Exam (ORE) before being eligible for registration with the GDC. The ORE is a safety-related test of competence that provides assurance to the GDC that an individual is trained, skilled and competent. Following successful completion of the ORE, registration with the GDC allows dentists to practise dentistry in the UK. The GDC would like to engage with a range of suppliers that are interested in providing either or both of the exam services. The scope of services required may include but is not limited to: Delivery of the OREP1 exam up to 2000 sittings per year. For more information please visit: ORE Part 1 (gdc-uk.org). - Provision of services, material, equipment, and personnel - Management (project management) and administration of the OREP1 sittings and suitable venues to hold exams within the UK, where required. - Suitably qualified and experienced examiners - Candidate management and relationship management. - Working with the GDC to ensure the OREP1 is delivered effectively and in accordance with Preparing for Practice (learning outcomes for dentists) and the ORE Advisory Group to ensure the relevant standard is maintained and the continuous improvement of the OREP1. At this time, we are looking to use the pre-procurement activity to inform our thinking about the design, delivery, capability for the exam.

The high-level scope of services required may include but is not limited to: - Design of the 4 components for delivery of the learning outcomes - Delivery of a number of the exam sittings to meet demand. - Provision of suitable venues to hold examinations within the UK, suitable to accommodate between 600 - 1500 candidates per year. - Provision of services, material, equipment, and personnel - Management (project management) and administration of the exam sittings. - Suitably qualified and experienced examiners - Candidate and relationship management. - Working with: - the GDC to ensure the OREP2 is delivered effectively and in accordance with Learning Outcomes for dentists (currently Preparing for Practice) and - the ORE Advisory Group to ensure the relevant standard is maintained and the continuous improvement of the OREP2.

The purpose of this notice is to notify the market of the GDC’s intention to undertake a procurement exercise. The PIN is intended as an information-gathering exercise. We are inviting expressions of interest from suppliers or consortiums or group of suppliers who are interested in providing all or part of delivery, and administration of the OREP1 and/or OREP2 for the GDC. The EME activity will inform our thinking and the development of the Invitation to Tender documents. For further information on the EME activity and how to participate, please see the EME briefing paper, which is downloadable from the Delta eSourcing portal. It should be noted that any information provided on the GDC’s current thinking as part of the EME exercise should be considered indicative in nature and no overall decision on the future solution, technical elements, commercial approach etc, has yet been agreed. The PIN is not a formal request for expressions of interest. Participation or non-participation in this exercise will not confer any advantage or disadvantage on any person in respect of any procurement activity. However, the results of the EME exercise may be used to shape and refine the GDC’s proposition before any formal competitive procurement process commences. This EME exercise is open to all persons who or organisation that are interested (or may be interested) in providing all or part of the service provision. This includes existing suppliers, potential new entrants, and organisations that may be interested in participating collaboratively through membership of a joint venture or consortium. Interested persons should note that: any costs of participation in the EME exercise will be borne by the participant.
