This Prior Information Notice (PIN) has been issued to the open market to seek expressions of interest from suppliers who wish to participate in a secondary market engagement exercise that will assist Essex County Council (ECC) in understanding the options for Residual (Black Bag Waste), Refuse Derived Fuel and Bulky Waste Disposal Services

The services are currently being provided through a framework contract and include the disposal and or treatment of residual wastes (circa 340,000 tonnes pa).

ECC are investigating all future disposal options and are not limited to the operational constraints of the current framework contract.

two.2.4) Description of the procurement

ECC are engaging with the market to shape the replacement of the current Medium Term Waste Disposal Framework from 2022 onwards. The Authority is keen to discuss with the market all options to treat or dispose of up to circa 340,000 tonnes residual waste pa. This may include the treatment and/or disposal of residual wastes.

ECC would like to explore opportunities within the market at this time to ensure we are able to procure services that will give value for money for the Essex tax payer. We are looking to engage with suppliers who have the ability to deliver disposal or treatment solutions for a minimum of 100,000 tonnes per annum up to the maximum available tonnage of up to circa 340,000 tonnes per annum.

ECC are anticipating letting a contract with a duration of 10 years with the possibility of extension. In these market engagement sessions we are seeking to explore risk allocation including indexation, waste acceptance criteria and other related matters. We will be issuing a set of questions upon receipt of expression of interest to help inform and guide our sessions.

ECC are looking to speak to suppliers with the capability in Waste Treatment areas.
