Homes England may procure a system or systems and operational capability to assist in distributing grant funding for dangerous cladding remediation on buildings between 11-18 metres in height. If it goes forward with a procurement exercise it anticipates that the contract will commence in Autumn / Winter 2022. This Prior Information Notice (‘PIN’) is not a call to competition. The purpose of this PIN is to:
• invite potential suppliers to participate in a market sounding exercise to assist Homes England in its thinking about the services. This market sounding exercise consists of a webinar and a questionnaire.
• seek information from the market to help shape our thinking about our requirements, how the systems and services may be provided (including the extent to which various elements are provided in-house and which are outsourced), the approach to sounding and piloting, the potential procurement procedure and key commercial considerations (e.g. possible payment mechanism and ways in which ongoing value for money can be demonstrated);
• communicate the indicative timetable for the procurement and seek potential suppliers views about this.
Please note; no definitive decision has been made regarding the Lot structure of any potential future procurement.

two.2.4) Description of the procurement
In addition to the short description provided above at II.1.4).
Homes England is engaging in a preliminary market engagement to actively seek out suppliers who are experts in the needs of service users and are widely involved in the delivery of public services across the country and can help improve service delivery. This pre-market engagement will also consider opportunities for wider social, economic and environmental ‘social-value’ to staff, supply chains and communities that can be achieved through the performance of the contract.
It is Homes England’s intention that the early market engagement process will be used to inform the development of the delivery model, testing and pilots, the potential procurement route to market and help inform the overall project timetable to ensure that when going to market, potential suppliers have sufficient time to respond to tenders.
Any preliminary consultation with the market shall observe the principles of public procurement and be handled in such a way that no supplier gains a preferential advantage. In practice, this means not setting the technical specification to suit a particular bidder and making sure any information shared is also available during the tender procedure.
