four.1) Description

Explanation:
The AHG(3) Multi Aerial Project Team, part of the Combat Systems Delivery Team (CSDT) within the Submarine Delivery Agency (SDA), proposes to raise a new contract for the Supply of Spares and Repairs for AHG(3) and Multi Aerials with D+M Systems and Test Ltd. The existing contract with D+M Systems and Test Ltd expires on the 31st March 2021 and a new contract is planned to start on the 1st April 2021. The new contract will have a 5-year duration and be will be a Qualifying Defence Contract under the Single Source Contract Regulations.
This contract will be placed using the negotiated procedure without prior publication pursuant to Article 28( 1 )(e) of Directive 2009/81/EC (Regulation 16(1 )(a)(ii) of the Defence and Security Public Contracts Regulations 2011 on the grounds of technical reasons. D+M Systems and Test Ltd is the only economic operator in the market able to provide the required support as it is the original designer and manufacturer of the Buoyant Wire Aerial (BWA) AHG(3), Antenna Outfit ALV and Antenna Outfit ALZ, is the Design Authority and has designed, manufactured and supported the current In-Service stock holdings in excess of 30+ years. It is therefore the only economic provider that has the proprietary technical information and specification relating to these products. The technical information and specifications include:
• Engineering Drawings Packs – Design working drawings, including general assembly drawings, sub assembly drawings, detailed assembly drawings and detail drawings and Specification information of the BWA (AHG(3), Antenna Outfit ALV and Antenna Outfit ALZ
• Testing Procedures – D+M Systems and Test Ltd have their own in-house testing facility, where they have the necessary SQEP which includes the unique competencies (Knowledge, Skills, Attitude) and technical specialism required to support through testing the BWA (AHG(3), Antenna Outfit ALV and Antenna Outfit ALZ following refurbishment and repair.
On this basis, D+M Systems and Test Ltd are the only provider that have the technical expertise to complete the necessary and in progress performance improvements, testing and calibration and regular fault-finding activities required under this contract.
