two.1.4) Short description

Luton Council (“The Council”) wish to procure a ‘Block Contract’ arrangement with a Single Provider to provide four – five (4-5) residential block placements for Children and Young People aged 11 to 18 with social, emotional, mental health needs within one (1) registered Children’s Home. Children and Young People are likely to have trauma and attachment difficulties; the experience of some has been such that they have developed ways of functioning which are challenging to carers in any setting within which they are living. Needs will include behaviours such as cutting, ligatures, head banging, swallowing, inserting objects, restriction of food and fluid, thoughts of suicide and possible attempts on life that increase their risk, either by direct intention to end life, or though impulsivity/misadventure.

Children and Young People eligible for this service require a trauma informed, positive behavioural, attachment based approach which isn’t punitive but validating of their feelings that underlie their risk behaviours and emphasise a recovery focussed approach.
