The Office of Product Safety and Standards (OPSS), part of the Department for Business Energy and Industrial Strategy (BEIS) awarded a subscription contract to the Chartered Trading Standards Institute (CTSI) to enable them to create an archive of Metrology Type Approval Certificates that currently reside on the EMeTAS system (owned by CTSI) in order to allow Local Authorities free access to them and thus removing the annual fee they currently have to pay.

Competition is absent for technical reasons (please specify): CTSI own the EMeTAS system which is the only complete online collection of EU and UK Metrology Type Approval Certificates that Local Authorities require access to.
BEIS (OPSS) are therefore relying on Regulation 32(2)(b)(ii) of the Public Contracts Regulations 2015" Competition is absent for technical reasons" in deciding this requirement is suitable as a Direct Award.
For Local Authorities Trading Standards Officers to carry out effective legal metrology regulation of equipment, it is necessary for local weights and measures authorities (Trading Standards, and TSSNI in Northern Ireland) to have access to the Type Approval Certificates. This is particularly pertinent when investigating complaints, on initial verification and when equipment is being put back into use following repair (reverification).
Rather than Local Authorities having the financial burden of paying annual fees to access the system, through this contract BEIS will make a one-off payment to CTSI to enable future free access for the Local Authorities.
