seven.2.1) Description of the modifications

Nature and extent of the modifications (with indication of possible earlier changes to the contract):

The period of the current contracts let from Framework Agreement 11848 are to be extended by a further period of 3 months plus allowance for a further 3 months.

seven.2.2) Reasons for modification

Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee.

Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:

These modifications are made under the provisions set out in Regulation 72 (1) (c) (i), (ii) and (iii). Procurement Policy Note - Responding to COVID-19 PPN 01/20 (pp 6-7) also refers.

The need for contract modification has been brought about by the circumstances of COVID-19 which have meant resources in the Contracting Authority have been redirected to efforts to support front line Health & Social Care activities, including direct care for patients and efforts to support supply chain activities. As a result, scheduled re-tendering activity was delayed while the circumstances are present.
