Warwickshire County Council (the Council) wish to commission a single provider for a countywide Domestic Violence and Abuse Support Service. The Warwickshire Domestic Violence and Abuse Support Service will form the hub of a system of activity and services aimed at supporting victim-survivors of domestic violence and abuse in Warwickshire.

two.2.4) Description of the procurement
Warwickshire County Council (the Council) wish to commission a single provider for a countywide Domestic Violence and Abuse Support Service. The Warwickshire Domestic Violence and Abuse Support Service will form the hub of a system of activity and services aimed at supporting victim-survivors of domestic violence and abuse in Warwickshire.
The Warwickshire Domestic Violence and Abuse Support Service will consist of:
Domestic Violence and Abuse Accommodation and Re-Settlement Support.
Domestic Violence and Abuse Support (including the Single point of contact).
The Domestic Violence and Abuse Accommodation and Re-Settlement element will comprise of a minimum of 24 units of safe accommodation and delivery of accommodation-based support and resettlement services. This service will be available for female victim-survivors aged 16 and over, and their dependent children.
The Domestic Violence and Abuse Support element will provide a single point of contact / helpline for victim-survivors and professionals, advice and information, drop-in services, outreach/floating support, specialist advocacy to high-risk victim-survivors and 1:1 support to victim-survivors at any level of risk of DVA, Sanctuary Scheme provision, delivery of advocate educators in health settings and multi-agency training. This service will be available for all victim-survivors aged 16 and over, living in Warwickshire.
During the course of the contract period the range and scope of these services may be subject to modification and variation as necessary to meet the changing needs and requirements of the Council and the changing demands placed on the Council by its
customers. These changes may include (but are not limited to) increases or decreases in funding, new initiatives, necessary additional services not identified at the time of tendering.

The Council will undertake its financial assessment of the tendering organisation (and if considered necessary by the Council, any partners within a consortium bid) based on its own evaluation of the Tenderers most recent 2 years accounts (or if 2 years accounts are not available, equivalent evidence which confirms financial viability). The assessment of accounts will be supported by an independent credit reference report from Creditsafe where
this is available. The Council may also impose a Bond or Performance Guarantee on the successful Tenderer.
