The Council are seeking to establish a list of pre-approved providers (the Approved List) for the provision of housing services, care services and support services for young people aged 16 and 17 with complex needs.

two.2.4) Description of the procurement

The Council are seeking to establish a list of pre-approved providers (the Approved List) for the provision of housing services, care services and support services for young people aged 16 and 17 with complex needs.

The young people the Council wish to place have complex needs including learning disabilities, autism and social, emotional and mental health needs. Given the complexity of need, the Council’s want to develop an Approved List of providers, that the Council can call upon, often in an emergency situation.

To apply for a place on the Council’s Approved List, applicants are advised to read the Invitation to Apply and associated documentation and complete the Application Form set out in the Invitation to Apply.

The application process will be open for an initial period prior to commencement of the Approved List on the 1st April 2022.

Any Applicant whose Application Form to join the Approved List is successful will be required to sign the Council’s Overarching Agreement.

Once the Approved List is in operation, the Approved List will:

- Enable the Council to use the Call Off Procedure to award Individual Placement Agreements for housing services, care services and support services for young people aged 16 and 17,

- Be open so that an Applicant can submit an Application Form to join the Approved List from the Approved List Commencement Date until the Approved List expires on the 31st August 2030.

The Council reserves the right to cancel the Invitation to Apply at any stage.
