A framework agreement for the supply of gas on a flexible basis and the provision of associated services to the customers of West Mercia Energy (WME) in its constituent authorities’ areas of Shropshire, Herefordshire, Telford & Wrekin and Worcestershire together with other customers of West Mercia Energy (current and potential). The framework agreement will be with one Contractor and will commence upon contract signature for a period up to 31 March 2030, allowing for forward purchasing for the supply period, with the period of supply commencing 1st April 2026. WME are keen to invite organisations with the capability and capacity to deliver the supply of gas to express interest in the market engagement activity process and to play an active role to inform and participate in our programme of market engagement activities planned to commence from March 2024 (subject to change). The outputs of these sessions will be used to help inform WME's formal tender process. WME will provide further details and joining instructions for planned market engagement activities in due course. These activities are anticipated to be in the form of an online meeting with each interested party to further discuss our requirements and supplier capabilities. West Mercia Energy (WME), formerly a division within West Mercia Supplies, is established as a Joint Committee under the Local Government Act 1972. The four Member Authorities of WME are Shropshire Council, Worcestershire County Council, Herefordshire Council, and Telford & Wrekin Council. A Joint Agreement between the Member Authorities determines the governance arrangements. The Joint Committee is the elected Member body responsible for the discharge of the functions of the Member Authorities. WME has over 25 years’ experience of managing energy contracts for the public sector providing a coordinated approach to energy procurement, operating contracts on behalf of its four Member Authorities and a number of other Local Authorities and other public bodies. The portfolio is substantially made up of Local Authority buildings, street lighting and schools and Academies. The letting of energy supplier contracts by WME is subject to the Public Contracts Regulations 2015 (PCR) as WME is deemed to be a ‘Contracting Authority’ under the PCR. This contract supports our fully flexible procurement model where positions can be both set and unset during the duration of the contract to the point of delivery. WME have operated flexibly since September 2006 and buy and sell energy either on a season, quarterly or monthly basis. WME also have the ability to buy and sell on the day ahead markets.

The organisation is operated under the authority of a Joint Committee formed under the Local Government Act 1972, the Member Authorities being Shropshire Council, Herefordshire Council, Worcestershire County Council and Telford and Wrekin Council. A Joint Agreement between those Member Authorities determines the governance arrangements. The Joint Committee is the elected Member body responsible for the discharge of the functions of the Member Authorities. The objectives of the West Mercia Energy Joint Committee (WME) is to maintain effective, efficient and economic arrangements for the purchase and supply of energy at the request of and to the satisfaction of the Member Authorities and to other public bodies, non-profit making and charitable organisations, education providers, including Academies, and private sector organisations delivering public services on behalf of public bodies and such other organisations which may be approved by the Joint Committee (including approval via the Annual Business Plan) where it is permitted by law and is to benefit of Member Authorities to do so.
