Explanation:

The Salvage and Marine Operations Team, which is part of the United Kingdom Ministry of Defence, intends to award a contract for the provision of South Atlantic Island maritime engineering, diving and salvage services (the Contract) to Briggs Marine Contractors Limited (the Supplier) using the negotiated procedure without the prior publication of a contract notice under Regulation 16(1)(a)(ii) of the Defence and Security Public Contracts Regulations 2011 (SI 1848) (Article 28(1)(e) of Directive 2009/81/EC). This is on the basis that for technical reasons the Contract may be awarded only to the Supplier. The Contract has an initial term of three years (with three additional, separate option years) and an estimated value of £6,325,000. The Authority originally advertised this requirement in OJEU on 18 December 2020 (OJEU reference 2020/S 250-626955). However, no economic operator other than the Supplier expressed an interest under this procedure in submitting a tender in relation to its subject matter.
