This is a 6 month extension to the Access to Healthcare programme in DRC that will continue to focus on improving maternal, newborn, child and adolescent health by addressing key health issues such as nutrition, family planning, maternal care and prevention and management of childhood illness (including malaria). It will support the delivery of basic health services giving an estimated 9 700 000 people improved access to healthcare - provide a facility for FCDO to support preparedness and response work for health emergencies with a focus on global health security and disease outbreaks.

Contract Amendment 4 - This further 6 month extension until 25 April 2022, will enable FCDO to continue support for frontline primary health services and minimise the gap between the Access to Healthcare in the DRC Programme concluding and the long term delivery intervention being arranged. This will be the final contract amendment and no further extensions will be permitted.

Contract Amendment 1 - This amendment was issued as a result of unforeseen circumstances posed by the Covid 19 Pandemic. The additional 3,000,000 GBP funding was required to provide an immediate response to the Covid outbreak as well as further preparedness within the districts covered by the Programme.
Contract Amendment 2 dated 24/09/2020 extended the contract term by 2 months at no additional cost until 30 November 2020 to allow sufficient time to finalise the requirements for CA 3.
Contract Amendment 3 extended the end date of the contract to 25 October 2021 and added 8,000,000 GBP to the financial limit. This additional funding was required to continue provision of primary health care at this critical time until a planned long term intervention entered service delivery. Unfortunately due to the continuation of the Pandemic and other factors out with FCDO's control, further delays ensued. Consequently a further final 6 month extension is required.

Explanation:
This is a 6-month extension to the Access to Healthcare in the Democratic Republic of Congo Contract. Extending the contract has been assessed as the best value for money option to ensure Access to Healthcare in the Democratic Republic of Congo continuity. Going to market has been assessed as unfavourable due to the following:
• Risk of limited private health sector supplier market in the DRC alongside with a high start-up costs and short term of contract to re-coup costs of competition and providing the service
• Risk of potential disruption to essential health care service in DRC (heightened impact with home working staff)
• Loss of knowledge / expertise in current health care service in DRC
• Internal resource implications to work with new supplier and maintain existing levels of support alongside migration project
