four.1) Description
four.1.1) Type of procedure
Negotiated without a prior call for competition

Explanation:
The procurement has been awarded utilising the negotiated procedure without prior publication utilising regulation 32(2)(b)(ii) “competition is absent for technical reasons”. This is a compliant route to market under the Public Contract Regulations 2015 and Council’s Contract Procedure Rules. The contract will be awarded following a 10day standstill period concluding on 29/03/2021.
Due to an increase in the volume of cremations, the requirement to replace end of life equipment (which is uneconomical to repair) and the need to install a mercury abatement system, new cremation equipment is required. Due to the proprietary nature of the current equipment and systems already in situ, technically it is not possible to integrate a competitor system. Correct system integration is critical in ensuring the environmental impact of the equipment is contained and meets required legislation for cremation and air quality standards.
