four.1) Description

four.1.1) Type of procedure

Negotiated without a prior call for competition

    • absence of competition for technical reasons

Explanation:

The proposed Contractor is currently used for funded early years placements for approximately 70 children in session 2022/23, with 57 expected to seek further placement with the proposed Contractor in session 2023/24.

The Contractor is on the existing Council Framework for Early Years provision, but this framework is due to expire in July 2023. In error, the proposed Contractor did not apply to the replacement Framework.

While a replacement framework has been established for the next 4 years (commencing August 2023) there is insufficient capacity in the local area to grant funded placements for the 57 children elsewhere and therefore there is a reliance on the proposed Contractor.
