Public Health England, an executive agency of the Department of Health and Social and Care (DH) (hereafter referred to as "Public Health England" or "PHE" also referred to as the "Contracting Authority" or the "Authority" or the "Employer") is in agreement with the Nuclear Decommissioning Authority (NDA) for the approved sub-contractor Nuvia Limited for the provision of Epidemiology Services associated with the SHIELD database under the main contract with NDA.

two.2.4) Description of the procurement

PHE have had a contract with the Nuclear Decommissioning Agency (NDA) to run their radiation epidemiology research programme which includes the management of The British Nuclear Fuels Ltd (BNFL) and The United Kingdom Atomic Energy Authority (UKAEA) radiation epidemiology cohorts. The BNFL cohort is directly managed by PHE using the, NDA owned, CEDS database system. The management of the UKAEA cohort is contracted to a third party, NUVIA Ltd. A new contract with Nuvia for two years (with a potential additional 6-month contingency) will allow NUVIA to complete the current project to create a new database system for NDA. This system will allow PHE continue to fulfil the terms of our contract with the NDA to manage their radiation worker databases or preferably (subject to agreement) to take ownership of these databases and merge them with the NRRW to provide a higher quality unique resource for undertaking epidemiological research. The BNFL and UKAEA cohorts contain several types of data not currently available in The National Registry for Radiation Workers (NRRW).

four.1) Description

Explanation:

PHE have already reached the maximum value of the contract and any further extension would take it over 50% increased allowed by PCR Reg. 72. Therefore, the direct award of a new contract is based on PCR Reg. 32.2b (ii) which state that; The negotiated procedure without prior publication may be used for public works contracts, public supply contracts and public service contracts in any of the following cases:— (ii) competition is absent for technical reasons. A new contract with Nuvia for two years (with a potential additional 6-month contingency) will allow NUVIA to complete the current project to create a new database system for NDA.
