The purpose of this PIN is to initiate market consultation and is not being used as a call for competition. The PIN is intended to:
1. Raise awareness with the market of a potential future procurement process and to enable time for organisations to begin early discussions with the Department and each other as to how they may be able to deliver any future contract.
2. Inform the market that the Department will be undertaking market consultation activity during the coming weeks, to gather information about the supply market; to explore potential delivery models and associated benefits of those models; and to inform its understanding of the risks and issues relevant to managing transition to, and mobilisation of, any new service arrangements. This will consist of a virtual event via MS Teams with the opportunity to also attend a commercial in confidence, 1:1 virtual meeting between interested suppliers and the Department. The 1:1 session will give an opportunity to discuss in more depth, aspects of the project that may be unclear and highlight what aspects of the procurement are most attractive. We aim for this event to take place Thursday, 23rd March, 13.30-16.30. We intend to share the outcomes from the main session with all potential suppliers following the conclusion of the consultation period.
The services relate to the Department’s aim to procure a package of training workshops, information and advice for kinship carers in England. This is in response to the Independent Review of Children’s Social Care (Care Review) call on Government to deliver a training and information package of support for kinship carers and their families.
We want this programme of work to give all kinship carers (those with a legal order and informal kinship carers) across the country the opportunity to access support and training. This should include:
1. A national information hub for kinship carers: information, advice and guidance hosted on a website and available in written formats, which gives kinship carers information on issues which affect them and their children (e.g., how to find a school place, how to register for a GP etc.)
2. A local offer of bespoke kinship training: in-person and online delivery of training modules which assist kinship carers in providing care for the children. This could include modules on attachment, trauma informed practice, managing family dynamics, or preparation for becoming a kinship carer.
We are seeking proposals to deliver this objective. We would at a minimum expect:
