two.2.4) Description of the procurement

Torbay and South Devon NHS Foundation Trust (TSDFT) are intending to publish an opportunity to all supported living providers, both current and new, for placement onto the TSDFT Supported Living Framework for Torbay.

The Invitation To Tender (ITT) is scheduled to be published on the 11th of March 2022 via the NHS South West e-Tendering portal (EU-Supply).

The term of the Framework is 4 years and is planned to commence on 01 July 2022.

This encompasses provision for both 1:1 and shared hours covering a range of support needs including those with Leaning Difficulties (LD) and Mental Health (MH) issues.

Framework providers will receive the following benefits:

• Priority on referral volumes

• Preferential hourly rates

• Financial cover for the first 4 weeks of any vacancies

The Framework has been re-invigorated to a more robust methodology and application process which will ensure that good quality providers are adopted onto the supported living framework in a fair, unbiassed and well-established way.

The new Framework specification includes service standards which should help providers better understand the quality, outcomes, delivery and organisation of the services we are seeking. These standards are broken down into subsections with separate quality indicators.

The 5 new Supported Living service standards include:

• Person centred support and care

• Individual choice and control

• Staff recruitment and training

• Risk assessment and management

• Organisational management

The successful providers who enter onto the new Supported Living Framework will be those who have sufficiently evidenced their ability to deliver a service going forwards, which will meet the 5 new Supported Living service standards.

TSDFT appreciate that the new approach to the Framework and application process may require additional time and support to ensure that providers are able to make the most of this opportunity and so the application period for providers to generate and submit their application documents has been extended from 4 weeks to 6 weeks. The expected timeline for applicants to submit their response will be from 11th March 2022 until 22nd April 2022.

Due to the new methodology and framework application processes a bidder engagement event will be held for all potential applicants in w/c 14th March 2022, most likely the 18th March 2022? This event will outline and provide guidance around the new application process and documentation as well as providing some insight into “Social Value”, which is a new national core requirement.
