The lead provider should be able to demonstrate a successful commitment to consortia/partnership working, effective community/network development and placing the people who use the service at the heart. The ability to deliver on the Council's defined recovery outcomes is essential as well as to provide a whole familyapproach,focused on appropriate interventions, especially in the context ofsafeguarding.

The lead provider will be expected to develop and manage a supply chain that meets the needs of the population of the Borough; this should include the utilisation of small third sector organisations which have a proven ability to engage with diverse communities as well as actively supporting the development of a network of mutual aid and social enterprises.

seven.2.1) Description of the modifications

Nature and extent of the modifications (with indication of possible earlier changes to the contract):

To enhance the provision of substance misuse services in Cheshire East through a grant-funded service, working in partnership with the CEC Housing Options and Homelessness service. Additionally to increase capacity in the Alcohol Recovery team and Children and Families team.

Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee.

Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:

An increase in demand for services in these areas has been brought about due to the effects of the Covid pandemic i.e. it could not have been foreseen by a diligent Authority. The additional capacity /services added via modification offers best value for the Council
