It is anticipated the Services will commence 1st October 2022 for a period up to 30th September 2024 with an option to extend for two (2) further periods of twelve (12) months. The service is to be delivered throughout the Borough of Calderdale.

two.2.4) Description of the procurement
The Borough Council of Calderdale (the “Council”) invites Tenders from Tenderers who wish to be considered for appointment to the Educational Psychology Service (the “Service”). It is anticipated the Services will commence 1st October 2022 for a period up to 30th September 2024 with an option to extend for two (2) further periods of twelve (12) months. The service is to be delivered throughout the Borough of Calderdale. The Service provided must ensure the Council meets its statutory duty in relation to the provision of psychological advice and information to inform Education, Health and Care Plans (EHC Plans), assessments and reviews. The Service will improve the educational outcomes, emotional well-being and personal development of children and young people aged 0-25 years through the application of psychology in providing assessments, advice, and recommendations. The Service may be requested to provide up to 10 days to support the local authority and schools with developmental and early intervention work to support wider Local Area SEND improvements. The Service will meet the local authority’s statutory duty for children and young people aged 0-25 years in early years settings, schools, academies, post-16 provision, educated at home, and youth offending services in Calderdale, who are referred by the Special Educational Needs Team (SEN Team). (see Service Specification).

List and brief description of rules and criteria
Please refer to the Selection Questionnaire and Invitation to Tender. The contract shall be awarded to the most economically advantageous tender (however tenderers should note that the Council reserves the right not to award a contract). Quality will equate to 80% of the total evaluation scoring criteria and price will equate to 20% of the total evaluation scoring criteria as per section 20 of the Invitation to Tender. Any tender that achieves below 50% of the total quality scores available will be deemed to be non-compliant. Any tender with a price submission in excess of the maximum indicative budget (£313,950 based on the first year or £1,150 per assessment) will be deemed to be non-compliant.
