Justification:
Due to circumstances beyond its control the Council urgently require the use of these Vehicles and therefore wish to use the accelerated open procedure. The shortage of these Vehicles is not something the Council could have reasonably planned for and they are required to ensure that the Council can meet their Statutory obligations. There is insufficient time to run a standard open procedure tender.
