The Hub will be available to Scottish public sector bodies and organisations including the Scottish Government, Local Authorities, NHS Scotland and Higher and Further Education.

This is a Voluntary Ex Ante Transparency (VEAT) notice awarding a contract without prior publication of a call for competition in the Official Journal of the European Union.

The Scottish Government is entering into a contract with DxC to continue to provide the Scottish Procurement Information Hub. This is to preserve the integrity of spend data provided by the Hub to all public sector organisations and continue to meet commitments to regularly publishing accurate data.

Due to COVID-19 staff were diverted to assist in other projects related to the response to the pandemic. This meant that procurement timetables to retender the service were no longer achievable and we were unable to consult properly with the user base or interested suppliers.

Explanation:

Under the Public Contracts (Scotland) Regulations 2015 33(c) - for reasons of extreme urgency: Due to COVID-19 staff were diverted to assist with key projects responding to the pandemic. A PIN due to be issued in April 2020 and was postponed and stakeholder engagement was unable to take place as planned in Summer 2020 with the user base and interested suppliers.

Also under regulation 33(b)(ii) competition is absent for technical reasons: DxC own the platform and provide data sanitisation services to ensure accuracy of reporting. There is an ongoing requirement to analyse and publish spend data for the Financial Year 2020/21 on behalf of 102 public sector organisations.
