The provision of support, maintenance, modernisation and development of the Traffic Scotland systems that deliver the Traffic Scotland Service.

The Traffic Scotland Service plays a pivotal role in the safe, efficient and effective operation of the trunk road network. The service relies on Intelligent Transport Systems, Web based Information Systems, Databases, supporting ICT systems and IP communications orientated computer systems to enable the collection and distribution of real-time traffic information relating to incidents and events taking place on the Scottish trunk road network.

two.2.4) Description of the procurement

Transport Scotland on behalf of the Scottish Minsters have identified the requirement to appoint a suitably experienced economic operator to operate the Traffic Scotland Systems Contract.

The proposed contract will be in place for a period of 5 years with two additional 1 year extensions options at the discretion of Scottish Ministers.

The intention of this competition is to procure a suitably experienced and qualified economic operator to permit the execution of the services.

The Contract will be procured through the competitive dialogue procedure, a competitive tender procedure as stated in the Public Contracts (Scotland) Regulations 2015.

To be considered for this contract economic operators will be required to complete the Single Procurement Document SPD in accordance with the Contract Notice. Economic operators shall be evaluated in accordance with the Public Contracts (Scotland) Regulations 2015 and the information provided in the Contract Notice, on the basis of information they provide within the SPD.

six.3) Additional information

Transport Scotland on behalf of the Scottish Minsters have identified the requirement to appoint a suitably experienced economic operator to operate the Traffic Scotland Systems Contract. Transport Scotland will conduct the proposed procurement process for the Contract on behalf of the Scottish Ministers. In the event of the contract award, the contract will be entered into between the Scottish Ministers and the successful tenderer.

The initial contract term is 5 years with two additional 1 year extensions options. The value provided in II.1.5) Estimated total value is for the potential maximum contract term of 7 years.

The contractor will be procured through a competitive tender procedure, in accordance with the competitive dialogue procedure as provided for in the Public Contracts (Scotland) Regulations 2015. Due to project complexity, the contract requires to be performed by a single contractor and as such shall not be divided into lots.

A virtual Information Day will be held online between 10:00 – 12:00 hours on 31 March 2021. The intention of the Information Day is to enable potential contractors to better understand the scope of the contract and the procurement process, such that a productive procurement competition can be achieved.

Registering your interest on Public Contracts Scotland website does not automatically register you to attend the Information Day. Should you wish to attend, attendance is restricted to three representatives per company whose names should be emailed to TSSCContract2021@gov.scot by 5pm on 24 March 2021 along with any questions or topics you would like discussed on the day.

Transport Scotland intend to offer a number of one to one information sessions (with interested parties) following the Information Day session on 31 March or the day after on 1 April 2021. Sessions would be limited to 20 minutes per organisation and would solely address any questions relating to the Traffic Scotland Systems Contract. Please note that unless deemed commercially sensitive all questions asked and discussion points raised during these sessions would be anonymised and published as a supplementary document to the associated Contract Notice. Note that attendance would be limited to a maximum of 3 people per supplier. The Contract Notice is due to be published in late April 2021.

Interested parties should note that a Preliminary Information Document has been uploaded to 'Additional Documents'. This document provides additional information regarding the service to be delivered and the procurement process.

Transport Scotland will manage this process in an open and transparent manner to maximise the possible benefits. Participation or non-participation at this Information Day will not preclude suppliers or advantage / disadvantage any supplier’s ability to participate in this procurement.

Transport Scotland and the Scottish Ministers shall have no liability for any costs however incurred by those attending the Information Day or involvement in the procurement competition.

Direct or indirect canvassing of any Transport Scotland official concerning this procurement, or any attempt to procure information from any Transport Scotland official concerning this Prior Information Notice (PIN) outside of the formal process described in this document may result in the disqualification of the supplier from this procurement, and consideration in any future procurement activity.
