Switching to direct award
The Council's previous water and wastewater contract expired on 7 December 2025. To ensure continuity of service, market testing was undertaken, including a renewal comparison exercise and the publication of an open Invitation to Tender under the Procurement Act 2023. No bids were received, meaning a competitive procedure was attempted but unsuccessful. If no contract is awarded, the Council would move onto deemed rates, resulting in significantly higher ongoing costs. As competition has been sought and exhausted, and to avoid unnecessary financial impact, the Council intends to proceed with a Direct Award in accordance with governance approvals and will publish all required notices.
