Explanation:

The Department for Communities requires Microsoft support for Supplementary Payment IT System (SPS), for 20 months from 1 April 2021 to 31 December 2022. This is permitted under Regulation 32 2 (b) (ii) and iii due to technical reasons and 32 (2) (c) due to technical reasons, and in cases of extreme urgency brought about by events unforeseen or attributable to the contracting authority.
