two.2.4) Description of the procurement

The scope of work is for the provision of Subsea Power Cable Marine Technical Consultants (MTC) to support the Engineering, Procurement, and Construction (EPC) installation activities related to the EGL1 HVDC cable project.

EGL1 is a crucial part of the solution to achieve the Government's 2030 renewable energy target. The project is designed to significantly increase the UK's capacity to transport clean renewable energy to consumers by improving the capability and resilience of the electricity transmission network between Scotland and England. Once complete, EGL1 will deliver enough electricity for two million homes.

The project consists of a 196km long high voltage direct current (HVDC) link, that includes 176km of subsea cables that will be installed from south of Thorntonloch beach, through Scottish and English waters to a landfall point just north of Seaham, in County Durham.The Project is the first contracted cable system in the UK to utilise 525 kV HVDC (High Voltage Direct Current) technology with extruded XLPE insulation, with a power transmission capacity of 2 GW.

The MTC will offer professional, independent technical expertise to the project, serving as an integral team member(s) immersed in daily activities and integrated into the offshore delivery team. Continuous collaboration between the Marine Project Manager and the MTC provider will be maintained to ensure coordination and adherence to project needs and objectives.

The primary role of the MTC is to provide specialised knowledge and technical support in subsea power cable marine activities, utilising their expertise to progress the Project, address challenges and enhance Project efficiency. The MTC shall actively participate in key decisions across all Project stages, ensuring their technical insights contribute to the success of the Project. The MTC role includes ensuring the quality and compliance of subsea power cable marine activities, aligning with industry standards and project specifications. The MTC will contribute to comprehensive reporting, documenting key technical insights, decisions and project developments.

The scope of the appointment is the following:

The scope of work is for the provision of Offshore Client Representatives (OCR) to support the Engineering, Procurement, and Construction (EPC) installation activities related to the EGL1 HVDC cable project EGL1 is a crucial part of the solution to achieve the Government's 2030 renewable energy target. The OCR will offer professional, independent assurance to the project, serving as an integral team member(s) immersed in daily vessel activities and interfacing with the offshore delivery team. Continuous collaboration between the Marine Project Manager and the OCR provider will be maintained to ensure coordination and adherence to project needs and objectives.

The OCR shall act on behalf of the Employer under the contract in relation to the marine operations. The main responsibility will be to monitor and report the progress of the works of the Contractor to ensure conformity with the contractual agreement with regards to technical specification, quality, health, safety, and protection of the environment. The OCR shall inform the Employer of any deviations from the contractual agreement by the Contractor delivering the offshore works.
