In order to increase psychology services workforce sustainability, HEIW is seeking to procure educational provision for a Level 8 Clinical Psychology Doctorate Programme, a Level 7 Masters Programme for a new profession for Wales, namely Clinical Associate in Applied Psychology (CAAPs) and Level 1 and Level 2 Cognitive Behavioural Therapy (CBT). Whilst four different levels of education and training are being procured, there are clear synergies across the programmes that align with one education provider to deliver all four education requirements.

The Services to which this Notice relates fall within Regulations 74 to 76 of the Public Contracts Regulations 2015 (Regulations).
Although HEIW may voluntarily adopt certain provisions in the Regulations neither the employment of any terminology nor any other indication shall be taken to mean that the contracting authority intends to hold itself bound by any of the Regulations save those applicable to services falling within Regulations 74 to 76. Bidders to note that they will be required to enter into terms and conditions of the contract as set out in the tender documents and that save for matters of clarification or consistency, HEIW will not negotiate the terms. As this is a procurement that falls under the Light Touch Regime, HEIW is proposing to use a procurement procedure which is akin to the open procedure. All tender costs and any liabilities incurred by bidders shall be the sole responsibility of the bidders. HEIW reserves the right to award the Contract in whole or in part. HEIW reserves the right to pause, halt, abandon and/or annul the tendering process and not to award any or all the Contracts. The Contracts to which this procurement relates are funded via Welsh Government funding, refer to the contract terms and conditions and the ITT for rights reserved to the contracting authority should the said funding cease or reduce. Bidders are to
note:
(a) The number of student places to be commissioned annually will be conditional upon Welsh Government confirmation of funding; and
(b) HEIW reserves the right to vary the range of student commissioning numbers by way of an increase or decrease; and
(c) The proposed contracts are due to take effect on or around 01/09/2023 and provide for an implementation period. Delivery of the services are to commence upon the anticipated Services Commencement Date (that is on or around 01/08/2024). No contract payments are payable in respect of the implementation period. Bidders are free to submit bids in respect of any number of Lots.
