The successful provider will be required from the Actual Services Commencement Date and throughout the Term to sponsor in full, and additionally support, the EKHUFT stoma nursing care service.

two.2.4) Description of the procurement

The Contracting authority requires a professional, competent and suitable provider to sponsor the current, and future, EKHUFT stoma nursing care service.

The successful provider will be required from the Actual Services Commencement Date and throughout the Term to sponsor in full, and additionally support, the EKHUFT stoma nursing care service.

The EKHUFT stoma nursing care team provides specialist specialist stoma nursing care across the whole of East Kent and includes caring for patients in the Trust's three acute hospitals, in patients' homes and providing stoma clinics at other hospital sites and in GP practices.

The Trust has had an established stoma nursing care service and team for over twenty years, currently providing services six days a week, to all ostomates of any age and their carers. This includes colostomists, ileostomists, urostomists as the main stoma types, but also fistula management and internal ileo-anal pouch patients.

six.1) Information about recurrence

Estimated timing for further notices to be published: The expected duration of the concession is 60 months.

The Contracting authority may publish further notices either a) 30 months (if the Contracting authority decides not to extend the concession) or b) 42 months (if the concession is extended by at least 12 months) or c) 54 months (if the concession is extended by at least 24 months) after the Actual Services Commencement Date.

The Concession Contracts Regulations 2016 (CCR 2016) applies to this procurement.

The Contracting authority intends to follow a process similar to the Open procedure described in the Public Contracts Regulations 2015 (as amended) (PCR 2015). The Contracting authority reserves the right to deviate from the formalities of the PCR 2015 in conducting the procedure using flexibilities permitted by the CCR 2016.

The Contracting authority reserves the right not to award the opportunity or to award only part (or a different arrangement) of the opportunity described in this concession notice.

For information on the review procedure bidders are referred to Regulation 47 (Notice of decision to award a concession contract); Regulation 48 (Standstill Period) and Regulation 52 to 63 of the Concession Contracts Regulations 2016 (CCR 2016).

Following any decision to award the concession contract, the Contracting authority will provide debriefing information to unsuccessful bidders (in accordance with Regulation 47 of the CCR 2016) and observe a minimum 10 day standstill period (in accordance with Regulation 48 of the CCR 2016) before the concession contract is entered into.
