HS2 Ltd is responsible for developing and promoting the new high speed railway known as HS2. HS2 will be built in two phases; the second phase split into two sub-phases. Phase One covers the route between London and Birmingham. The line will then extend to Crewe – known as Phase 2a. The rest of Phase Two (Phase 2b) continues the High Speed network to Manchester in the West.

As part of phase one, HS2 Ltd plans to build four new stations: Phase One stations at Euston, Old Oak Common, Birmingham Curzon Street and Interchange. HS2 Ltd has appointed Station Contractors for Euston, Old Oak Common and Birmingham Curzon Street and is in the process of procuring the Station Contractor Interchange.

HS2 Ltd intends to establish a series of framework agreements for the design, manufacture, supply, installation and maintenance of station common components for the new HS2 stations to be constructed along the Phase One route.

This Periodic Indicative Notice (‘PIN’) is to alert suppliers that HS2 Ltd wishes to commence pre-procurement market engagement, including seeking responses / feedback regarding the procurement approach for the establishment of a Framework Agreement for Customer Information & Signage, for the four new HS2 Phase One Stations.

two.2.4) Description of the procurement

HS2 Ltd intends to procure a framework agreement for Customer Information & Signage for the HS2 Phase One stations; London’s Euston and Old Oak Common and Birmingham’s Interchange and Curzon Street. HS2 Ltd is considering either a single supplier framework or multi supplier framework, with a subsequent mini competition held for each HS2 Station.

The purpose of this PIN is to alert suppliers that HS2 Ltd wishes to commence pre-procurement market engagement, including seeking responses to the Customer Information & Signage Market Brief and Market Sounding Questionnaire, available at https://www.smartsurvey.co.uk/s/CIS-MarketEngagementQuestionnaire/. Responses to the Customer Information & Signage Market Sounding Questionnaire are required by 12:00 GMT on 07 March 2022.

HS2 Ltd may undertake further and other pre-procurement market consultation exercises. Initially, this questionnaire is to gauge the level of appetite within the market for the Customer Information & Signage. The responses to the questionnaire will also inform HS2 Ltd’s procurement strategy.

This PIN is only to alert the market to the forthcoming procurement and HS2 Ltd’s intention to commence pre-procurement planning and market consultation to inform its commercial and procurement strategy for the services/supplies/works referred to in this PIN. HS2 Ltd intends to launch the procurement in August 2022 by the publication of a further PIN and/or contract notice but HS2 Ltd reserves the right not to commence any procurement or award any contract(s) in respect of the services/supplies/works referred to in this PIN and to amend the information in this PIN. Non-participation in the market engagement exercise shall not prevent any supplier from participating in the procurement. Given the early stage of the procurement and the anticipated impact of market engagement, information in this PIN may change.
