two.1.4) Short description

Following the design and build of the H21 test facility in Middlesbrough by DNV under a separate fixed price contract. DNV will undertake, oversee and deliver the overall Master Testing Plan at the test facility over a 6 month period. The scope of scheduled tests and demonstrations will be undertaken on the mains and services within the site to confirm the suitability of existing industry procedures when used in conjunction with other assets containing 100% hydrogen. The tests will address all elements of local LP distribution maintenance and include; commissioning, decommissioning, new connections, pressure reduction, flow analysis, flow stop operations and new innovation methods. The associated costs within this contract are to cover time and materials associated with management of site, travel and subsistence, procedure writing, technical report writing, undertaking operational activates on site and site security arrangements.

Explanation:

As this is NGN's first project of this nature in a public space it was recognised that NGN needed to utilise an organisation with history and experience in this field to oversee the design, build and subsequent operation of this facility for the duration of the trial whilst also to develop the required safe operating procedures. As being NGN's project partners and having been appointed to design and build this facility, it was always the intention that they would also have control and operation whilst the trial is ongoing. This approach will ensure DNV GL have end to end control of the site, ensuring safe operation and best protect NGNs overall accountability. Any other approach would have significantly increased risk and project continuity
