Connect Plus (M25) Ltd has a forthcoming portfolio of works envisaged under this framework agreement. Comprising of Civil Engineering and Technology works associated with improvement schemes instructed and sponsored by National Highways on the Project Road. In some instances, may combine with road infrastructure renewals works related to Civil Engineering and Technology.

Connect Plus (CP) wishes to undertake early market engagement, with the appropriate interested supply chain, to help instruct its formal procurement procedures.

M25 Motorway, adjoining arterial roads and interchanges making up 440 km of strategic road network. Assets include five tunnels, QEII Bridge, M4 Elevated section among the 2,500 structures.

two.2.4) Description of the procurement

Connect Plus M25 Ltd is employed by National Highways (formerly Highways England) under a DBFO agreement (Design, Build, Finance and Operate) contract to manage and maintain the M25 motorway and all associated arterial link roads (the 'Project Road') over a 30-year period, from 2009.

The works envisaged under this framework agreement will comprise Civil Engineering and Technology improvements instructed by National Highways (including but not limited to structures, geotechnical, junction improvements, roadside technology and environmental) on the Project Road and in some instances, combined with road infrastructure renewals works related to Civil Engineering and Technology.

The works will be built into contracted packages optimised to suit needs, often multi discipline and sometimes phased. Direct Contracts awarded under the Framework are anticipated from £100,000 up to £20,000,000. We anticipate multiple contracts shall be awarded each year, for a duration of six years.

Connect Plus recognises that in order to fulfil the fundamental principles of the DBFO Contract a fully embedded innovative and integrated supply chain is required which will work in a long-term relationship with Connect Plus and Connect Plus Services (CPS - the Employer's consultant), stakeholders and partners.

Connect Plus have identified that the following cross cutting principles need to be in place throughout its own organisation, Connect Plus Services and the supply chain:

• Leadership and direction

• Long term community relationships and integration (primarily between CP, CPS and the supply chain)

• Innovation and value

The DBFO Contract is a performance contract and Connect Plus's supply chain are expected to work within and develop a performance culture, where delivery of contractual commitments is continually measured. A balanced scorecard approach has been developed for the framework which forms the basis of the procurement evaluation model.

two.2.14) Additional information

Connect Plus wishes to undertake early market engagement, with the supply chain, prior to the commencement of formal procurement procedures (subject to authority approval). The early market engagement will raise awareness of Connect Plus's long and short-term aspirations and enable the market to consider how they might participate in future procurement activities. The contracting authority will seek feedback from the supply chain through the early market engagement to further validate their procurement and contracting strategies for the call off framework.

Connect Plus is seeking to engage with economic operators from across the supply chain, that are typically involved in the design, supply, and construction of projects of this nature.

A Supplier event will take place on 31 March 2022, Location: Near M25 South West quadrant TBC Timings: TBC.

Information in the MS Forms Link will be used by Connect Plus for engagement planning purposes. Please ensure you have submitted your registration via the MS Forms by no later than Friday 11th March 2022.

An expression of interest to this P.I.N (without call for competition) will not guarantee participation to any future pre-formal procurement or market engagement activities including the Supplier Day due to venue capacity constraints.

Connect Plus will manage potential invitations and event registration processes with formal invitations, issued via e-mail, to the named contact(s) listed in the returned MS Forms.

Economic operators that express interest in this notice and are unable to participate in the market engagement events, will be provided with summaries of the market engagement activities to ensure a fair process is followed.

Connect Plus will manage this process in an open and transparent manner to maximise the possible benefits. Participation in market engagement events will not preclude, disadvantage, or advantage any economic operator's ability to participate in any future procurement activity.

Direct or indirect canvassing of any Connect Plus employee or agent by any economic operator concerning this requirement, or any attempt to procure information from any Connect Plus employee or agent concerning this P.I.N. outside of the formal process described in this document may result in the disqualification of the economic operator from consideration of any future procurement activity.

No information contained in this document or in any communication made between Connect Plus and any economic operator in connection with this shall be relied upon as constituting a contract, agreement or representation that any contract shall be offered in accordance with this P.I.N.
