two.2.4) Description of the procurement at the time of conclusion of the contract:

Tenders were invited by the Council from Providers with relevant experience and ability to demonstrate sufficient capacity for the provision of Supporting the Third Sector in Kirklees (the "Services").

The council wishes to commission one provider who can provide support to all VCSE organisations in Kirklees, to increase VCSE capacity resilience and sustainability.

The estimated value of the Services to be awarded is approximately £630,000 over the initial two (2) year contract period.

The anticipated commencement date for the Contract(s) is 1st April 2024.

The anticipated expiry date for the Contract(s) is 31st March 2026, with the option to extend for three (3) further twelve (12) month periods up to 31st March 2029 depending on success and available funding.

Further details regarding the Services required are set out in the Specification - Appendix 1 and in the Conditions of Contract.

Kirklees Council and partners value the contribution made by our local Voluntary Community Faith and Social Enterprise Sector in the local economy (VCSE). Creating jobs, delivering services, and connecting people in neighbourhoods improving community cohesion and reducing social isolation and loneliness as well as improving general health and well-being. The recent experiences in the context of the pandemic have brought that into even sharper focus. The rise in volunteering along with the invaluable roles played by mutual aid groups and anchor organisations are evidence of the energy and capacity that exists.

This procurement intends to provide support to all VCSE organisations in Kirklees, to increase VCSE capacity resilience and sustainability.

seven.2) Information about modifications

seven.2.1) Description of the modifications

Nature and extent of the modifications (with indication of possible earlier changes to the contract):

A variation to contract to allow TSL to continue the community anchor network projects aiming to build a robust network of anchor organisations to create resilient community capacity. It focuses on developing a network of local third sector organisations to support the growth and sustainability of community groups and activities that enhance health and wellbeing. TSL describes this as 'helping local groups to make great things happen'. The community anchors work in a Place-based way and tackle inequalities across the whole geography of Kirklees.

Continuation of the support to the thematic community networks which are networks

will support both existing and new community networks, helping sustain and grow activities, link networks with services, and strengthen community voices in decisions. It aims to meet identified needs, enhance inclusivity, and ensure the sustainability of community networks by building capacity and infrastructure

This is in line with the outcomes of the contract (outcome 5,6 & 7).

5. The provider builds and develops the community anchor networks to provide an umbrella of support for their local community groups.

6. The VCSE and partners better understand the needs and opportunities within communities and are addressing local inequalities.

7. All sectors are working together, more often and in ways that produce a positive local impact

seven.2.2) Reasons for modification

Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee.

Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:

Comments:

The modification takes advantage of additional funding which will allow the anchor organisations to carry out additional community services in accordance with the remit of the current Contract.

The modification is complaint under Reg 72(1)(c) unforeseen changes as the change does not alter the overall nature of the contract ie. is not substantial and does not exceed 5% of the value of the original contract.
