two.2.4) Description of the procurement
The PDH is integral to the Flood Re insurer offering providing property specific information to enable insurers to make ceding decisions at risk level and as such, is an insurer facing system. The PDH must be refreshed and republished on a quarterly basis. It must be made available to all necessary participants via a live “Online” web service mechanism, and also as an “Offline version” available via a portal . Participants must also have access to the data through a single address search mechanism.
The PDH will need to combine property level information provided in 4 file formats from the VOA (England, Wales, Scotland and Northern Ireland) into one data file, which must then be combined with AddressBase information. An additional clean up exercise must also be undertaken where properties with a blank year of build are identified and rectified using additional data sources.
