No reasonable alternative exists for this procurement as the Colilert18 test system is recognised and validated as an international standard method (ISO 9308:2012). There is no other system or methodology which provides the same or similar specifications as IDEXX. The absence of competition is not a result of the artificial narrowing of the parameters of the procurement.
