This is a Provider Selection Regime (PSR) contract modification notice, under the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. This contract has now been formally modified.
The decision to modify the contract was made at the NEL ICB Investment Review Group on 8th August 2024. The panel made the decision and includes Chief Officers from Finance and Strategy including colleagues from both directorates with expertise in contracting, procurement and commissioning.
No conflicts were declared.

Nature and extent of the modifications (with indication of possible earlier changes to the contract):
Single point of access for all gynaecology referrals headed to Whipps Cross excluding maternity, 2ww, colposcopy and hysteroscopy. Provision of MDT community clinics offering a one stop model where appropriate to do so. The contract variation sis for12 months or until the funding of £595,000 is exhausted. The service went live in August 2024 and the contract is to be varied in November 2024.
This is a modification to the contract with Barts Health NHs Trust, which is an annual value of £1.185 billion.
seven.2.2) Reasons for modification
Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee.
Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:
The provider of community gynaecology services in Waltham Forest gave notice on their contract in January 2024. They wished to exit on 31st July 2024 and would not extend the notice period. This gave us little time to complete a re-procurement but allowed us an opportunuty to support Whipps Cross to develop themselves into a women's health hub whilst receiving back all the gynaecology referrals that would naturally be referred to them by a GP. We have been working with Whipps Cross to transfer any patients to them from the exiting provider and they have set up their SPA as of 1st August. We have approval from IRG to support them for 12 months to manage patients in a new way through a SPA and community MDT one stop clinics with a view to reducing the volume of patients sent to the gynaecology waiting list who do not need a surgical opinion and allow the gynaecology department to realise efficiencies that enable them to self fund the model after 12 months due to a demonstrable shift in patient management.
