two.1.4) Short description
The London Borough of Havering is seeking to procure the services of an external organisation to provide mentoring service for young people aged 11-25 at risk of gang affiliation, vulnerable to gang exploitation without necessarily being involved in criminal activity. This is not an invitation to tender.
The procurement is being conducted in accordance with the Public Contracts Regulations 2015 and is subject to the light-touch regime under Section 7 Social and Other Specific Services. Under Regulation 76 the Council is free to establish a procedure, provided that procedure is sufficient to ensure compliance with the principles of transparency and equal treatment of economic operators (Suppliers).
Havering continues to experience increasing levels of gang activity and it is expected to increase due to projected demographic changes. Violence against the person equates to 32% of all crime committed in Borough. The Councils aim is to move towards a more preventative approach across under 18s and to better support young people during transition to adulthood. The mentoring service will provide support to young people aged 11-25 at risk of gang affiliation, vulnerable to gang exploitation without necessarily being involved in criminal activity.
Our vulnerable cohort identified is: regularly missing, arrested not resulting in conviction but are open to Early Help/ YJ/ Probation Services, excluded from education, linked to gangs, emerging groups, and county lines, weapon carriers, engaged in violence. We aim to reduce risk and vulnerability among the cohort, by increased ETE, engagement, prevented escalation to conviction, reduction in volume and severity of criminal behavior.

The Council intends a contract for the period of 2 years and 9 months with a possibility of 2 years extensions (1+1) subject to budget availability and internal governance approval.
Following internal governance processes we anticipate that the opportunity will be published in early March 2022 through the Council's new e-Tendering System called Oracle Fusion.
