Description
Staffordshire County Council (SCC) operates as both a timber merchant and as a wood chip fuel producer/trader which supplies wood chip fuel to a range of biomass heat installations across the county. This operation receives bulk loads of round logs to its timber yard at Heatley Hall Farm, Rugeley, which are stored until suitable for chipping on site. The chips are warehoused in specially constructed shelters on site for further drying until required for delivery to our biomass heat installations on an as-needed basis. The Council also receives and distributes wood chip from external sources.
This procurement is for the supply of services to SCC to assist our activity as timber merchant and as a wood chip fuel producer/trader which supplies wood chip fuel.
This framework agreement consists of two Lots:
Lot 1: The supply and haulage of round timber to our depot at Heatley Hall Farm. This shall consist of mixed conifer or hardwood in lengths of 2.5-2.9 metres and 0.07-0.5 metre diameter.
Lot 2: The supply and haulage of wood chip fuel meeting G50/W30 specification or similar to Heatley Hall Farm, to comply with our Renewable Heat Incentive (RHI) obligations
The maximum expected annual volume approximates to 1,500 tonnes of Round Timber and 500 tonnes of Wood Chip. Timber should be sourced within a 60-mile radius of the depot where possible.
SCC is inviting interest from suitable providers to provide either one or both above Lots on an as-needed basis. Providers are to specify which lot(s) they are bidding for in their submission.
The haulier must demonstrate full compliance with the The Road Haulage of Round Timber Code of Practice 2020, or any successive document, as published by the Timber Transport Forum.
All providers of round timber must be able to demonstrate evidence of a Felling License reference. In addition, all processed woodchip needs to be certified under the Biomass Suppliers List (BSL).

Lot 1. Delivery of Round Timber
Description

The maximum expected annual volume approximates to 500 tonnes of Wood Chip.

Framework operation description
Providers will be required to submit an initial price for evaluation purposes only to demonstrate they are able to provide the required services under the given budget.
Award of Call-Off Contracts will be on a 100% price basis via a further competition process when the Council has a need for supply of Round Timber or Wood Chip.
