Explanation:

NMIS have had the current loan equipment on site for >2 years. In addition to significant sunk costs for commissioning and training, layers of software have been installed onto the equipment, some of which is proprietary, along with third party hardware additions. The University considers that a change of supplier would oblige the contracting authority to acquire supplies having different technical characteristics which would result in incompatibility or disproportionate technical difficulties in operation and maintenance.
