NHS Wales Shared Services Partnership, Procurement Services awarded a framework in 2015 for the provision of Home Dialysis Services (inclusive of Peritoneal dialysis). The framework is due to come to its natural end in December 2022 and NWSSP on behalf of the Welsh Renal Commissioning Network (WRCN) wishes to invite providers in the market of Home Dialysis Services to engage with the service. The aim will be to develop a wider awareness and understanding of market developments this inclusive of equipment, consumables and services that will support the WRCN deliver to the wider NHS Wales objectives.

two.2.4) Description of the procurement

The Welsh Renal Commissioning Network (WRCN) is a non-statutory body which obtains its authority and responsibility as delegated by the Welsh Health Specialised Services (WHSSC) Joint Committee.

This delegation provides the autonomy within an agreed framework for the officers of the WRCN to carry out the duties required of them to manage and lead the planning, commissioning and performance management of specialised renal services across Wales.

The Renal Delivery Plan sets out the Welsh Government’s expectations of the NHS in Wales to commission and deliver high quality patient centred care for anyone affected by Chronic Kidney Disease(CKD). It focuses on meeting population needs, improving access to services and reducing inequalities in outcomes across 7 themes:

1. Preventing the development of CKD

2. Early identification and management of CKD

3. Delivering fast, effective care

4. Meeting People’s Needs

5. Caring at the end of life

6. Improving Information

7. Targeting research

Home dialysis service is a key cross cutting theme supporting the WRCN improve outcomes for CKD patients across NHS Wales but there continues to be a desire to improve services, drive innovation and ensure that patients have equitable access to a consistent and efficient Home Dialysis Services that are sustainable for NHS Wales.

The service in Wales is currently underpinned by a national procurement framework that allows Health Boards in Wales to access a flexible framework of providers, providing patient choice to meet their needs. This framework provides a comprehensive delivery model beyond supply of equipment and consumables however WRCN is aware that the market has evolved since the original framework award in 2015 and wishes to provide the opportunity for potential providers to engage with the service to discuss opportunities to improve the current contractual model.

NWSSP Procurement Service on behalf of WRCN invites suppliers to engage with the service to understand how their offering could support Welsh CKD patient’s pathway to home therapies drawing on the primary objective of a value based healthcare (VBHC) approach.
